Encarnacion Velez was born on the 5th of April 1921 in Lares, Puerto Rico and was the youngest of nine children. She moved to N.Y. at the age of 14 to live with her sister. Working in a factory during the day, and learning English at night, she met her first love Oscar Moreno, who was serving his country in Germany in WWII. They married at Saint Cecilias Church on the 23rd of November 1943. She graduated high school on the 20th of June 1958 and became an LPN.
